The City Council of Palma constitutes the non-permanent commission for the improvement of the preventive measures for the correct conservation and maintenance of buildings

  • The technical commission is made up of representatives of the Professional Associations having signed a collaboration agreement with the City Council of Palma

The first session of the non-permanent commission for the improvement of the preventive measures for the correct conservation and maintenance of buildings, whose creation was agreed by the plenary assembly upon the collapse of the building located on C/ Rodríguez Arias, has been celebrated.

The commission will be made up of a technical commission and a political commission, that have decided to gather every first Monday of each month. During this first meeting it has been decided, that the president and the vice-president of the commission will be appointed during the next meeting. Besides, the number of buildings in Palma having provided the Technical Building Inspection report until the end of January of 2010 has been registered. It is worth mentioning at this point that, out of the 2,871 buildings that, according to the Regulation, had to submit to the Technical Building Inspection throughout the course of 2009, only 1,195 buildings submitted to the inspection until the end of January 2010, i.e. 40.6% of the total.

One of the first decisions taken by the commission is to order the creation of a booklet that will govern the contracting of the technical assistance services developing Palma's risk map.

On the other hand, the technical decisions that have been adopted with the purpose of investigating the causes of the collapse of the structure of the building located on C/ Rodríguez Arias (such as preserving the building's rubble or search for all documentation available on the building) have been detailed too.

The technical commission is made up of municipal experts as well as of representatives of all professional Associations that are entitled to issue the Technical Building Inspection Reports (ITES) according to the agreement signed with the City Council of Palma. The members of the technical commission are the detailed below:

  • Bartomeu Tugores, area manager of the Town Planning Office.
  • Antoni Planas, technical director of the Town Planning Office.
  • Elvira Salvà, head of the Department for Building Discipline and Security of the Town Planning Office.
  • Catalina Frau, head of the Service for the Building Protection and for the Technical Building Inspection of the Town Planning Office.
  • Salvador Juan, representative of the Official Association of Architects from the Balearic Islands.
  • MªAntònia Palmer, representative of the Official Association of Master Builders and Construction Engineers of Mallorca.
  • Roman Feria, representative of the Official Association of Civil Engineers (Roads, Canals, Harbours) from the Balearics.
  • Alfredo Arias, representative of the Official Association of Senior Industrial Engineers from the Balearics.
  • Maria Miró, representative of the Official Association of Experts and Technical Industrial Engineers from the Balearics.
  • Pedro Mayol, representative of the Official Association of Property Administrators from the Balearics.
    Gabriel Mesquida, representative of the Association of Technical Engineers of Public Works from the Balearics.

The political commission will be made up of representatives from all the municipal parties. The first session has been attended by the councillors Yolanda Garví, José Hila and Francisco Donate (PSOE), Eberhard Grosske (Bloc) and Lourdes Bosch, Catalina Terrassa, Mauricio Rovia, Segismundo Morey (PP).
